Coronavirus (COVID-19) Information from the City of Kokomo

The City of Kokomo’s top priority is the health, safety and welfare of its residents, visitors and employees. COVID-19 (coronavirus) has reached the City of Kokomo, and the administration is responding.

Mayor Tyler Moore and City of Kokomo department heads have implemented policies to ensure the safe and efficient delivery of public services while minimizing possibilities for the transmission of COVID-19.

Kokomo’s City Hall offices and offsite buildings are largely closed. City services are operating with restrictions on public access to the second and third floors of City Hall. In addition, every offsite building such as the Parks and Recreation office, Street Department etc. are also operating with limited public access.

Public access remains available to the Kokomo Police Department (KPD) via the first floor of City Hall, 24 hours a day.

Public transit and trash pickup are operating on their regular schedules.

Residents are encouraged to communicate via email or phone with city departments.

For individuals or families suffering from addiction or mental health issues, please call Turning Point at 765-860-8365 to access services.

For individuals or families who may need additional community resources, please call United Way of Howard County at 765-457-HELP or go to www.searchunitedwayhowardcounty.org.

Plans may quickly change, but here is a rundown of new restrictions to City Hall and offsite departments and how residents can access City services.

Kokomo Police Department
Police Officers, Investigators and 911 operators continue responding to emergencies. Although the KPD’s City Hall offices on the second floor are closed to the public, KPD is providing its usual services. Non-emergency calls should be made to 765-457-1105.

For other KPD services, the public is encouraged to communicate via email at police@cityofkokomo.org or phone 765-456-7100.

Wastewater Utility Office
The Wastewater Utility Office is located on the first floor of City Hall. Although the office is closed to the public, there are several methods for bill payments. Residents are encouraged to pay their wastewater bill online via www.cityofkokomo.org or by phone at 855-939-2642. Both of these preferred options are available 24 hours a day.

Residents may also utilize the payment drop box located in the south parking lot of City Hall or via the Utility Office’s window slot inside City Hall.

Engineering Department
For engineering related or questions about City projects, please call 765-456-7400 or email detis@cityofkokomo.org.

Mayor’s Office
For questions regarding City of Kokomo services while City Hall remains closed to the public, please call the Mayor’s Office at 765-456-7444 or email mayor@cityofkokomo.org.

City Attorney
For information on how to file a Notice of Tort Claim, please call the City Attorney’s office at 765-456-7440 or email cityattorney@cityofkokomo.org.

Public Transportation
The City-Line Trolley and Spirit of Kokomo transportation systems are running on their regular schedules. The Transit Center is also open to riders.

All City Departments located outside of City Hall are also restricting public access during this precautionary period. This includes the Parks and Cemetery office (765-456-7275), Street Department office (765-453-4030), Plan Commission (765-456-2330), Airport (765-456-7541), and Wastewater Treatment Plant (765-457-5509). Each of those offices may be reached at the phone number listed during normal business hours. Find a directory of all City departments and staff at www.cityofkokomo.org/departments

Public Meetings Canceled
All public meetings, including Common Council and Board of Public Works and Safety are canceled until April 20, in order to reduce unnecessary interactions and exposure to the virus. These include, but are not limited to the following:

  • Aviation Commission
  • Board of Park Trustees
  • Board of Public Works and Safety
  • Board of Zoning Appeals
  • Cemetery Board
  • Economic Development Commission
  • Historic Review Board
  • Human Rights Commission
  • Kokomo Common Council
  • Kokomo Redevelopment Commission
  • Plan Commission
  • Revolving Loan Fund Board
  • Traffic Commission

Any future essential public meetings, such as Common Council and Board of Public Works and Safety, may be held on an “as-needed” basis until normally scheduled meetings resume on April 20. In the event of such meeting, if necessary, the City of Kokomo shall publish notice of the date, time, and place of said meeting at least forty-eight (48) hours (excluding Saturdays, Sundays, and legal holidays) before the meeting in accordance with I.C. § 5-14-1.5-5. Additionally, these meetings will be broadcast live on KGOV2 and via Facebook in order to offer alternative viewing options for residents.

Kokomo Parks and Recreation Department
All Kokomo Parks & Recreation Department (KPRD) activities and events are canceled until April 20. The following activities are affected and facilities closed:

  • Rental Facilities – Rodgers Pavilion, Bon-Air Park, Country Club Hills Park & Depot Community Room
  • Kokomo Senior Citizens Center
  • Elwood Haynes Museum
  • Kirkendall Nature Center
  • KPRD Softball practices & tournaments at Northwest Park
  • Youth Softball & Baseball registered to play through the Kokomo Girls’ Softball League, Southside, Eastside, Northside, UCT, and Babe Ruth
  • CFD Investments Stadium in Highland Park
  • Kokomo Municipal Stadium
  • Easter Egg Hunts – Youth & Adult
  • Koko-Go Bike Share
  • Pint Size Chef – will begin on April 21

The City of Kokomo is cooperating with the Governor’s Office, the Indiana State Department of Health, the Howard County Health Department and Howard County Government in order to refine and amend the abovementioned guidelines as circumstances require.
